    Tight-lipped, taciturn to the point of brooding, and over 95% cybernetic, relatively little is known about "Bob. Just...Bob" before he joined the Board. He holds the rank of commodore in the Royal Dominion Alliance Navy, the military force of a distant and powerful interstellar empire with its eyes on the Earth. His flagship, the RDANS Insidious, was diverted to Board/Earth by a hyperspace distortion of unprecedented magnitude. After resuming nominal contact with Dominion Alliance assets, the Insidious was tasked to remain in-situ and provide early-warning and rapid-response abilities to the relatively distant Alliance.

Arriving not long after the disastrous Battle of Mohaborad, and following 'diplomatic negotiations' with the remnants of the Board's command and control assets, Bob found himself the only person equipped well enough to take over the reins of Board military power and provide gunship diplomacy. Such a high-impact, high-firepower role in reasserting Board control (to say nothing of rebuilding Board assets) lead to what the Commodore describes as 'a rapid deterioration of relations' between himself and the older, most traditional Boardies...and sparked the ongoing rift and quiet distrust between the Board and what would later become FLEET, supposedly culminating in a curt offer to bomb Earth back into the Stone Age to 'suit such quaint, primitive, and totally outdated cult-of-the-warrior worship.'

It was in this standoff that Admiral Loweko arrived with his Confederation of Sentient Life flotilla. Realizing that resolving the status quo in a manner favorable to the major galactic powers would require cooperation, the two officers formed the impromptu alliance that would later become known as FLEET. With the more politically-savvy Admiral Loweko assuming the position of Supreme Commander, the Board's issues with the Commodore were rapidly quashed as FLEET grew in power and began to get results. Kilgore assumed a background position, taking control of the FLEET Intelligence Directorate and maintaining a relative low profile outside major FLEET combat actions. Neither flag officer has ever quite suppressed rumors of less polite methods of silencing their critics, nor are they willing to.

Following the death of the previous incumbent and with the flood of advanced technology into the Board making the post urgently in need of a FLEET holder anyway, Kilgore also assumed the role of commander of the Board's black-ops corps, rolling both agencies into the Directorate of Intelligence and Operations. This single command is responsible for all military intelligence and black operations aspects of FLEET, in addition to maintaining a standing force ready to engage the enemy in all aspects of combat. He and his personnel are FLEET's hatchet-men, sent in by the Admiral when violence or intimidation is not only expected, but manifestly the preferred or only practical option.
