Not an evil Admiral, if you please. He may be more "practical" than most Boardies, and more willing to take casualties to achieve an important objective, but calling him evil suggests enemy sympathies and promotes friction with the liason officers. If the popular image of a tall, dark, scheming mastermind on the bridge of some huge flagship has propaganda value, then so be it...but FLEET must be careful to monitor just which image is being projected.

It's all true, of course, but that hasn't stopped Loweko from bending this meme into the tool used to weld together the Board's combat arm, modernise their archaic militia, and ready them for the vicious covert conflicts ahead. The Admiral has the assignment from Hell...almost literally!...and the fleet he and his commanders have assembled from whatever they could scrape together across the galaxy is as chaotic as the organisation it's supposed to liase with. It takes vast reserves of charisma and patient cunning to hold it all together, and to many of FLEET's rank and file he is the leader they're following, not some weird deity...although cohesion is made a lot easier by gun-camera footage of the enemy. There isn't a fighting entity in the universe that wouldn't take a potshot at THIS bunch.

Many in the Board fear him, saying he seeks to conquer the world for himself and will only ally with them to steal their secrets - they're half-right. The Admiral fears that the Board's hope to keep this conflict low-key while they search for a quick victory is ill-founded, and the nightmare of Hell with an entire planet to itself is not to be bourne. If Earth falls, who knows which world is next?

For now, he is deferring to the Goddess on this issue, but with current events...well, hopefully the Board will see the need for decisive action sooner or later, but in the meanwhile he is pushing sympathetic or similarly "practical" people into positions of influence, growing FLEET's power base and allowing him to train and equip as much of the Board as he can.

After all, even if the invasion doesn't go ahead, Armageddon would be a massive operation. The good guys are sure to need ortillery and air support...
